This full copper cooler replaces the Nvidia Tesla L4 cooler and is compatible with the two 60mm fans. It allows you to run it without server-grade airflow and runs the card cool and quiet.
The Tesla L4 comes without fan header. To use the fan, you will need to provide a 12V power source and preferably a way to control the fan speed (PWM or voltage). This card comes with an adapter to attach the fan to a regular motherboard 4-pin fan header.

Use the Tesla L4 in a regular enclosure
The Nvidia Tesla L4 is a great card, but is designed specifically to be used in server enclosures with very high airflow. This full copper heatsink replaces the stock cooler and allows you to use it in regular enclosures without server-grade airflow. It operates both cool and quiet.
Just add two 60 mm fans of your own choice. If you want to stay within the 2-slot design, take 10 mm thick fans. If you have more clearance, the best option is double Noctua fans.
It's not just quiet, it's cool!
Not only do the acoustics benefit a lot from swapping to this heatsink and proper fans, but also the thermals do. With the dual Noctua fans, the card will not go above 70°C with the cards spinning at a mere and inaudible 1800-2000 RPM.
This gives a lot of headroom for overclocking or even shunt-modding the card.
